If you are seeing an increased usage of data after you phone has been upgraded to iOS 9, then you might want to turn off a feature called Wi-Fi Assist in settings.
Here is how to turn off Wi-Fi Assist
Go to Settings > Cellular > scroll all the way down > Wi-Fi assist > Swipe the green button to left to turn it off

Fix: iPhone with iOS 9.0 not recognized in iTunes 12.3
If you have Windows 8, follow the steps:
- Close iTunes
- Make sure the iPhone is connected to your PC.
- Go to device manager or type 'device manager' in Search Windows search field, select Device Manger from Settings
- From the list, expand Portable Devices
- Right click on Apple iPhone
- Click Update Driver Software
- Click Browse my computer for driver software
- Click Browse
- Go to C:\Program Files\Common Files\Apple\Mobile Device Support\Drivers
- Click Next
- Now windows will update the driver software.
- Start iTunes and you will see the icon for your device.
